PUBLIC HEARING NOTICE Notice is hereby given that the City of Red Wing Advisory Planning Commission will hold a public hearing on Tuesday, October 19, 2021, at 7:00 p.m., to hear and make a recommendation on a proposal by Common Ground, 111 Hill Street, Suite A, Red Wing, for Conditional Use Permits to operate a "Halfway House" and a "Medical Facilities" use at 480 8th Street. The proposal specifically calls for the existing vacant structure on the property to be reused as a supportive recovery housing and substance use treatment facility, including up to 13 men residing on campus and outpatient services for approximately 17 additional clients. The proposal also includes the construction of a 16 stall off-street parking lot along the northern edge of the property. The property is zoned Two-Family Residential (R-2), which requires a Conditional Use Permit for a Halfway House and Medical Facilities. Plat and Parcel No. 55-550-0040. Part of Lots 4, 5, 6, and 7 TODD and DOUDS SUBDIVISION, City of Red Wing, Goodhue County, and Minnesota. More commonly known as 480 8th Street. A complete legal description of the property may be viewed or obtained from the Community Development Department, 419 Bush Street, Red Wing. Written or oral comments to said Conditional Use Permits may be presented at this public hearing or filed with the City Clerk prior to this hearing. Each response will be duly considered and evaluated before any formal action is taken by the Planning Commission. The applicant and the public will have the opportunity to present comments on the Advisory Planning Commission's recommendations at a City Council meeting. The purpose of allowing comments is to provide the applicant and the public with the opportunity to directly address the Council on the matter. The comment period cannot be used for the presentation of new information as all relevant information needs to be provided to the Advisory Planning Commission at the public hearing. If new information is presented to the City Council that was not considered at the public hearing of the Advisory Planning Commission, the Council may vote to send the matter back to the Advisory Planning Commission. All comments will be kept to the customary 3-minute limit. The City Council meeting is scheduled for 6:00 p.m. on October 25, 2021. Teri L.
